AMCHAM Facilitates Industry Dialogue on Online Platform Bill with Korea Fair Trade Commission

 AMCHAM holds closed-door Roundtable Meeting with KFTC, reinforcing its Crucial Role as Bridge between Industry and Government

January 25, 2024 - The American Chamber of Commerce in Korea (AMCHAM; Chairman and CEO James Kim) held a closed-door roundtable meeting with the Korea Fair Trade Commission (KFTC) this morning at the AMCHAM office.

The meeting was organized to effectively convey the industry’s perspectives on the proposed “Online Platform Bill.” As part of its continuous efforts to fortify mutual communication regarding proposed regulations between the government and industry, AMCHAM proposed the meeting earlier this year to discuss the case and ensure that the industry’s views could be fully heard and considered.

The meeting was attended by AMCHAM Chairman & CEO James Kim, along with other key stakeholders in the global platform industry. The KFTC provided a thorough overview of the goals and essential provisions outlined in the proposed regulations, and representatives of global platform businesses in Korea exchanged opinions on challenges and suggestions related to the proposed “Online Platform Bill” and explored ways to improve the business environment.

AMCHAM Chairman & CEO James Kim said, “AMCHAM greatly appreciate the willingness of the KFTC to listen and promptly respond to the concerns and suggestions to improve transparency and strengthen communication about the proposed ‘Online Platform Bill.’ AMCHAM will continue to play its pivotal role as a bridge and a communication channel between the Korean Government and the global business community in the ongoing dialogue.”

He urged the government to ensure transparency throughout the legislative process by taking sufficient time to actively collect opinions from industry, and maintain continuous communication with industry stakeholders, including AMCHAM. “AMCHAM will closely collaborate to create a favorable global investment environment for South Korea, enhancing the nation's competitiveness as a business hub in the Asia-Pacific region,” he added.

KFTC Secretary General Yook Sung-kwon said, “The enactment of the ‘Platform Act’ will improve the competitive environment of the platform market and provide an opportunity for entrepreneurs to enter and grow with just an idea.” He continued, “The standards and procedures applicable to the “Online Platform Bill” will be clearly and transparently established without distinction between domestic and foreign companies, and will be applied equally without discrimination based on nationality. We plan to fully listen to the opinions of the industry in the process of enacting the law.”

AMCHAM also plans to host another "Policy Talks" meeting with Chairperson Han Ki-jeong of the KFTC on March 7 to gain insights into KFTC’s policy direction and facilitate an open exchange of opinions on management challenges with its member companies.

주한미국상공회의소, ‘플랫폼법’ 추진 관련 민·관 소통 강화 노력 이어가

- 공정거래위원회와 ‘플랫폼법’ 관련 비공개 간담회 개최 통해 산업계와 정부간 가교 역할 강화

2024년 1월 25일 – 주한미국상공회의소(암참; 회장 겸 대표이사 제임스 김)는 오늘 오전 공정거래위원회(이하 ‘공정위’)를 초청하여 비공개 간담회를 개최하였다.

이번 간담회는 ‘(가칭) 플랫폼 공정경쟁 촉진법(이하 ‘플랫폼법’)’ 제정 추진에 대한 업계의 의견을 보다 효과적으로 전달하기 위해 마련되었다. 이는 정부와 산업계 간의 상호 의사 소통 강화를 위한 암참의 지속적인 노력의 일환으로, 암참은 올 초 공정위와의 면담을 통해 본 법안과 관련한 업계의 의견을 충분히 수렴할 필요가 있다는 취지에서 관련 간담회 추진을 제안한 바 있다.

암참 사무실에서 진행된 이날 간담회에는 제임스 김 암참 회장 겸 대표이사를 비롯하여 글로벌 플랫폼 업계 관계자들이 참석한 가운데 공정위가 ‘플랫폼법’ 도입 취지와 주요 내용 등을 설명하는 한편, 관계자들은 법안과 관련한 다양한 의견을 교환하며 국내 비즈니스 환경 개선 방안을 모색하였다.

제임스 김 암참 회장 겸 대표이사는 “‘플랫폼법’과 관련해 투명성 제고와 소통 강화를 위한 공정위의 노력에 사의를 표한다.”고 말하며, “암참은 앞으로도 지속적으로 한국 정부와 글로벌 기업간 소통의 창구 및 가교로서의 역할에 최선을 다할 것.” 이라고 덧붙였다.

그는 또한 이번 법안 수립 과정에 대해 충분한 시간을 두고 산업계의 의견을 적극 수렴·반영하여 입법 과정 전반에 투명성을 제고하고 본 입법 프로세스 전반에 걸쳐 암참을 포함한 업계와 지속적으로 소통하여 줄 것을 재차 요청하는 한편, “앞으로도 암참은 아·태지역 비즈니스 허브로서의 대한민국의 국가 경쟁력 제고를 위한 글로벌한 투자환경 조성을 위해 민·관과 긴밀히 협력하여 나갈 것.” 이라고 밝혔다.

한편 육성권 사무처장은 간담회를 통해 “‘플랫폼법’ 제정으로 플랫폼 시장의 경쟁 환경이 개선되고 아이디어만으로 사장에 진입하여 성장할 수 있는 기회가 될 것.” 이라고 말하며, “‘플랫폼법’의 적용 대상 기준 및 절차는 국내외 구분 없이 명확하고 투명하게 마련될 것이며, 국적에 따른 차별 없이 동일하게 적용될 것.” 이라고 강조하였다. 그는 또한, “법 제정 추진 과정에서 업계의 의견을 충분히 청취할 계획.” 이라고 덧붙였다.

암참은 또한 오는 3월 7일 한기정 공정거래위원장을 초청해 암참 회원사들과 공개 간담회를 개최할 계획이다. 이를 통해 공정위의 정책 방향을 소개하고 글로벌 기업이 겪고 있는 경영상의 애로와 건의사항에 대한 의견을 보다 자유롭게 교환하는 자리를 마련하겠다는 방침이다.
